Bunge halina mguso na wananchi ‘out of touch’

Inasikitisha kwamba Bunge laweza kukaa wiki nzima na kujadili masuala mbalimbali bila kutoa muda kujadili suala la mtikisiko katika sekta Afya. Siku ya kwanza ya Bunge nilisimama kutaka taarifa ya serikali kuhusu mgomo wa madaktari na taarifa hiyo ijadiliwe na Bunge. Spika akalojulisha Bunge kwamba Serikali imempa taarifa na itawasilishwa. Bunge likaahirishwa siku bila kurejea. Kamati ya Uongozi ya Bunge ilipohitaji taarifa ya Serikali, Serikali haikuwa na taarifa. Kwa hiyo walifanya ujanja ujanja kuzuia mjadala wa mgomo wa madaktari.

Leo wabunge kwa mara nyingine wamesimama kutaka mjadala huu wa dharura. Naibu Spika wa Bunge akatumia sababu za kiufundi kuzuia mjadala. Inawezekana wabunge hawakuwaandaa wabunge kusimama kuunga mkono hoja, lakini ni jukumu la Kiti kuona umuhimu na udharura wa mijadala.

Hii inadhihirisha kwamba sasa Bunge kama Mbunge mmoja mmoja au kwa ujumla wake na Taasisi ya Bunge imekosa mguso na Hali ya wananchi (out of touch). Hali hii ni hatari sana. Wananchi wanapoona chombo kinachowawakilisha hakitoi nafasi kwa masuala yanayowagusa, watachukua hatua zao wao wenyewe na hivyo kuhatarisha utulivu wa nchi. Bunge liache shughuli nyingine zote na kutoa fursa ya kupokea taarifa ya serikali kuhusu madai ya Madaktari, kuijadili na kuazimia kwa kuelekeza hatua za kutekelezwa na serikali.

#1 Say NO to Posho!

Last week I attended four meetings in Kigoma in my capacity (and as part of my job, which people elected me to do) as MP of Kigoma Kaskazini.

I attended meetings at the Constituency Development Fund Committee, District Council, Road Board and Regional Consultative (RCC). In all of these meetings participants are ‘entitled’ to receive posho (sitting allowance).

This is how to say NO to posho and stand by it:

In keeping with my stand I said NO to the posho. However, I signed for it and took it – in order then to go round the technicality of returning back the posho to the Government to show that my statement is not just rhetoric but action.

We have to walk the talk.

Above photo illustrates the receipt showing the payment I made back to the Government for the Road Board meeting.

Let’s cut down on unnecessary expenditure and direct this money to our development budget to spur development and growth.
