Katika kujitetea mbele ya Baraza la Maadili kuhusu tuhuma dhidi yake za kugawiwa mgawo wa fedha kutoka akaunti ya Escrow, mbunge wa Sengerema Bwana William Ngeleja alisema kuwa ni kawaida wabunge kupewa misaada na wafanyabiashara na taasisi za umma. Katika Maelezo yake alirudia tuhuma za kipuuzi dhidi yangu zilizokwisha tolewa huko nyuma kwamba
1) nilipewa fedha na kampuni ya PAP na
2) nilipewa fedha na shirika la NSSF.

Tuhuma zote hizo nimewahi kuzitolea ufafanuzi na kukanusha kwani hazina msingi wowote na zilikuwa siasa za majitaka. Hata hivyo bado zimekuwa zikijirudia rudia kwa malengo maalumu wanayoyajua wanaotoa tuhuma hizo. Watuhumiwa wa ufisadi wa escrow hawajazoea kuona taasisi za maadili zikifanya kazi kwa namna ilivyo sasa na hivyo wanajaribu na watajaribu kubwabwaja na kuhangaika ikiwemo kutaka kila mtu aonekane ni mtuhumiwa kama wao. Ndio maana Bwana Ngeleja ametaja msururu wa watu wakiwemo wafanyabiashara kwamba huwapa fedha wabunge bila chembe ya ushahidi.

Hivyo narudia kutamka kwamba ninataka uchunguzi dhidi ya tuhuma hizo ufanyike mara moja, wenye ushahidi wapeleke kwenye vyombo vya uchunguzi na niitwe mbele ya Baraza la Maadili kujieleza. Nikiwa mbunge ambaye maisha yangu yote ya siasa nimeyatumia kupambana na ufisadi na kuchochea mabadiliko ili kujenga misingi madhubuti ya uwajibikaji na kuimarisha taasisi zake, nipo tayari kwa uchunguzi mahususi dhidi yangu dhidi ya tuhuma zilizotolewa na nyingine zozote ambazo mtanzania yeyote anazo dhidi yangu.

Naunga Mkono kwa nguvu kubwa kazi inayofanywa na Baraza la Maadili. Ni kazi ambayo ilipaswa kuwa imefanyika kwa muda mrefu sana kwa kashfa mbali mbali ambazo viongozi wa umma wamepata kama vile ile ya rada, rushwa katika manunuzi ya mafuta mazito kuendesha mitambo ya Umeme, kujipatia mikopo kwenye taasisi za umma bila kulipa, kujilimbikizia Mali tofauti na kipato nk. Hivyo naiomba Sekretariat ya maadili iyachukue kwa uzito maoni ya Bwana Ngeleja na kama yana uzito kwa mujibu wa sheria na kanuni yafanyiwe uchunguzi. Nipo tayari kufanyiwa uchunguzi.

Katika kujenga Misingi Madhubuti ya uwajibikaji nchini ni lazima kila kiongozi aheshimu taasisi kama Baraza la Maadili. Baraza likiendelea kufanya kazi kama inavyofanyika sasa, vita dhidi ya ufisadi itakuwa imepiga hatua na porojo za kuzushiana mitaani zitapungua.

Vitabu Nilivyosoma 2014 – Books I have read in 2014 #BooksRead2014 #letsread

Mwaka 2014 nimesoma vitabu 53 na nimefanya uchambuzi wa vitabu 21 kupitia safu ya Kitabu na Kalamu ya gazeti la Raia Tanzania kila Jumatatu.

Tangu nimeanza utaratibu kuchapisha idadi ya vitabu nilivyosoma huu ni mwaka wa tatu sasa. Mwaka 2012 nilisoma vitabu 31, mwaka 2013 vitabu 13 na 2014 vitabu 53.

Mwaka 2014 niliuanza kwa changamoto nyingi sana katika maisha yangu ya kisiasa; kuvuliwa nyadhifa katika chama na kuwa hatarini kuvuliwa uanachama kilichopelekea kwenda mahakamani kutetea uanachama wangu. Vile vile kuanzia mwezi Machi nilianza kumwuguza mama yangu mzazi mpaka mungu alipomchukua hapo mwezi Juni. Muda mwingi niliutumia kusoma vitabu kama matibabu ya msongo ( therapy ). Mchakato wa Katiba ( ambao sikushiriki kwa sababu ya kuona dhahiri hautaleta katiba bora ) pia ulinipa muda mzuri wa kufanya jambo ninalolipenda kuliko yote – Kusoma.

Kitabu kimoja (ADAPT) kimenifanya kubadili kabisa mtazamo wangu wa maisha.

Vitabu 2 ( Exposure na Munyakei story ) vilinitia faraja kubwa katika kazi niliyokuwa nafanya tangu mwezi Machi ( uchunguzi wa akaunti ya #TegetaEscrow ).

Kitabu kimoja ( The myth of the strong leader ) kimepanua sana uwezo wangu katika kuchambua viongozi na mafanikio yao. Vyote nilifanikiwa kuvifanyia uchambuzi katika RaiaTanzania.

Bado India imechomoza sana katika orodha yangu. Miezi 2 niliyokaa Madras kumtibu mama imechangia sana kuongeza vitabu kutoka waandishi wa India. Vingi ni fiction. India Calling kilinivutia zaidi kuliko vyote. Mwaka 2014 nimeanza kusoma kazi za ushairi za zamani (Classics) ili kupata maarifa mengi yaliyojaa kwenye ushairi na kuendeleza ujuzi wa kuandika mashairi.

Kitabu kimoja nilikianza nikashindwa kukimaliza, The Capital. Mungu akipenda nitakimaliza mwaka 2015. Karibu katika orodha yangu ya vitabu mwaka 2014.

Beyond Cows: Incentives through social security to boost saving

The Economist (September 20th, 2014) published an article (http://www.economist.com/news/finance-and-economics/21618900-coaxing-does-more-boost-saving-compelling-beyond-cows ) with above caption except that I have replaced ‘coaxing does more to boost saving than compelling’ with reference to social security. The article says that only 18% of the adults in Middle East and Africa have an account at a formal financial institution compared to 80% in high income countries. The poor have to save more as that “would help them to pay for big or unexpected expenses, such as school fees or medical treatment. It would also boost investment and thus accelerate economic growth” The Economist argues.

The article explains about difficulties for poor people to save including lack of self discipline. As a result Commitment savings accounts (CSAS) are growing rapidly. Many poor people in countries like Tanzania join Savings and Credit Societies (SACCOS) because they want to access their cash when in need as well as getting small loans for various purposes. However there are challenges to saving by poor people, “people in poverty often need access to their cash at short notice, whether for medical emergency or to take advantage of a business opportunity” as per the study done by Nava Ashraf of Harvard University as quoted in the article. Tanzania has developed a solution to mentioned challenges by encouraging savings by poor people through social security system.

National Social Security Fund (NSSF) the largest pension fund in East Africa has introduced a scheme to cover informal sector with social protection. Wakulima scheme (peasants scheme) enroll small-holder farmers into the fund by contributing Tanzanian shillings 20,000 (US $12) monthly and members benefit from short term and long term benefits. Short term benefits includes health insurance to members and access to small credits through NSSF member’s SACCOS scheme. Long term benefits include pension after consistent contributions for 10 years and attainment of formal retirement age which is 55 in Tanzania.

Coffee peasants from Kigoma, a remote region west of Tanzania, along the shores of Lake Tanganyika, were the pioneer of the scheme in 2013. They joined through their primary cooperative society of 1500 members and paid their membership contributions six months in advance. Since 2013 coffee buying season they got cheap credit from NSSF to buy coffee beans at interest rate of 9% (previously they were paying 18% to commercial banks). The cooperative, RUMAKO paid back this loan (US$ 1million) within a year after selling their crop. Peasants enjoy health insurance and have access to credits to improve their farms and engage in other enterprising activities. This year coffee production doubled because of access to inputs like fertilizers and pestcides as well as the excitement of socially protected living. NSSF decided to rollout the scheme all over the country in 2014, targeting 400,000 small holder farmers in cooperatives.

With schemes like these and innovations taken, poor countries can build savings culture, boost investments especially in agriculture and agro processing, accelerate growth and massively reduce poverty. Innovations like these mitigate the challenges of short term needs. However governments need to do more by, for example, introducing matching, whereby when a poor person (a peasant) saves a certain amount the government match it with a third of the amount, since poor peasants don’t really retire, introduce a price stabilization insurance coverage or drought insurance. These will provide incentives to save.

Mhamiaji Haramu? #WahamiajiHaramu cc @hrw @refugees @amensty

This old man lives in Kigoma with documents from UN as a refugee. The govt denies that it doesn’t deport such people. This is an evidence of a person dumped at DR Congo Embassy in Kigoma. Interestingly during elections CCM gives membership cards to refugees to vote for them as evidenced here.

For how long will Tanzania lives in state of denial?

 

Familia moja kwa wazazi wote 2 haiwezi kuwa na baadhi wahamiaji haramu na baadhi Watanzania. Lakini kutokana na kukamata watu hovyo kunakofanywa na Askari wa Polisi, Uhamiaji na JWTZ huko Kigoma inawezekana.

 

Mzee huyu alikamatwa akitoka porini kuchimba dawa. Amekamatwa na familia yake nzima. Alihukumiwa ni mhamiaji haramu hata kabla ya kuhojiwa. Kosa lake? Mmanyema. Askari wakikumata ukasema wewe ni Mmanyema au Mbembe unaitwa mkongo. Ukisema wewe Muha unaitwa Mrundi. Operesheni ya wahamiaji haramu itaacha mtu Kigoma?

 

Mama huyu kakamatwa kama mhamiaji haramu na kupelekwa Ubalozi mdogo wa DR Congo uliopo Manispaa ya Kigoma. Amezaliwa Tanzania, amesomea Tanzania, Baba yake Mtanzania, Babu yake Mtanzania na Ndugu zake wengine Watanzania na hawakukamatwa. Amekamatwa akitoka kuchota maji ziwani Tanganyika. Malalamiko yake nimeyafikisha kwa Waziri wa Mambo ya Ndani.
