Taifa zima lilikuwa linasubiri siku ya tarehe 13 Agosti 2011 ili kufahamu ni jambo lipi jipya Waziri wa Nishati na Madini atakuja nalo kuhusu kumaliza tatizo la mgawo wa Umeme nchini. Tangu mwaka 2006, Tanzania imekuwa ikipata tatizo hili kwa wastani wa kila mwaka isipokuwa mwaka 2007 na 2008 kipindi ambacho Shirika la Umeme nchini TANESCO lilikuwa linanunua umeme kutoka mitambo ya Kampuni za Aggreko na Dowans. Mwaka 2009 adha ya mgawo ilikuwa kubwa sana, ikaendelea mwaka 2010 na baadaye mwaka 2011. Mamlaka ya Mapato nchini walikadiria kupoteza zaidi ya shilingi 840 bilioni kama kodi kutokana na mgawo wa mwaka 2011 peke yake. Hakuna hesabu zilizowekwa wazi kuhusu mgawo wa mwaka 2009 na ule wa mwaka 2010. Pia wachumi wa Tanzania hawajaweza kutueleza katika kila mgawo unaotokea nchini ni kwa kiwango gani ukuaji wa Pato la Taifa unaathirika. Kwa mfano, ukuaji wa sekta ndogo ya Umeme ukiporomoka kwa nukta moja, ukuaji wa uchumi unaathirika kwa kiwango gani. Taarifa kama hizi zinaweza kusaidia sana watunga sera kuweza kujua umuhimu wa sekta ndogo ya Umeme katika juhudi za kukuza uchumi na kuondoa umasikini nchini.

Mwaka 2011 ulianza kwa Kamati za Bunge za Nishati na Madini na ile ya Mashirika ya Umma kuweka kipaumbele katika uzalishaji wa Nishati ya Umeme. Kamati ya Mashirika ya Umma ilijikita katika kuhakikisha Uzalishaji wa Umeme wa uhakika kutoka katika vyanzo vya Makaa ya Mawe (Mchuchuma, Ngaka na Kiwira).

Kamati ya Nishati na Madini Ilijikita katika kuhakikisha Wizara inasimamia vya kutosha sekta ndogo ya Umeme na kumaliza kabisa tatizo la Mgawo wa Umeme katika muda wa mfupi, wa kati na mrefu. Kutofanikiwa kwa juhudi hizi na hasa kutoonekana kwa Bajeti ya kutosha ya Sekta hii kulifanya Bunge likatae kupitisha Makadirio ya Matumizi ya Wizara ya Nishati na Madini.

Hatimaye Serikali ilileta Mpango wa Dharura ulioitwa Mkakati wa kuondoa Mgawo wa Umeme na kuimarisha Sekta ndogo ya Umeme. Mkakati huu ni wa miezi 16, kuanzia Agosti 2011 mpaka Disemba 2012. Mkakati huu utakagharimu jumla ya Shilingi 1.2trilioni. Fedha nyingi sana lakini kwa matumizi muhimu sana ya kulihami Taifa. Kimsingi hii ni ‘stimulus package’ kwa Sekta ya Umeme!

Mkakati huu utaingiza jumla ya 882MW za Umeme katika gridi ya Taifa ifikapo mwezi Disemba mwaka 2012. Katika hizi 572MW zitaingia katika Gridi mwezi Disemba 2011. Jumla ya 422MW zitatokana na Mashine za kuzalisha Umeme za kukodisha kutoka Kampuni mbalimbali binafsi (37MW Symbion, 80MW IPTL, 100MW Aggreco, 205MW Symbion II ). Mradi pekee ambao tunaweza kusema ni wa ndani ni ule wa 150MW ambao utamilikiwa na Shirika la Hifadhi ya Jamii (NSSF).

Shirika la NSSF liliomba Serikalini kuingia katika uzalishaji wa Umeme toka mwaka 2010 kufuatia maelekezo ya Kamati ya Bunge ya Hesabu za Mashirika ya Umma. Juhudi zake zilikuwa zinagonga mwamba kutoka kwa watendaji wa Wizara ya Nishati na Madini kwa sababu ambazo hazijaelezwa waziwazi. Kwa hatua ya sasa iliyo kwenye Mkakati, Tanzania italipa Kampuni binafsi za nje zaidi ya Shilingi 523 Bilioni kutokana na kununua Umeme kutoka katika mitambo yao. Ingewezekana kabisa NSSF wangeombwa kuwekeza zaidi na hata kuwaomba Mashirika mengine kama PSPF kuwekeza na kupunguza kulipa fedha za kigeni kwa kampuni za nje.

Serikali itatoa dhamana (guarantee) kuiwezesha TANESCO kuchukua mkopo wa 408 bilioni tshs kutoka katika Mabenki ya ndani. Sekta Fedha nchini itabidi iandae ‘syndicated’ mkopo mwingine kwa TANESCO zaidi ya ule wa mwanzo wa mwaka 2007 wa tshs 300 bilioni ambazo ninaamini unalipwa bila ya mashaka. Hivi Serikali isingeweza kuuza Bond ya thamani hiyo? Wataalamu wa fedha wataweza kulijuza Taifa njia bora zaidi ya kupata fedha hizi. Hata hivyo Sekta ya Fedha ni moja ya sekta zitakazo faidi Mkakati huu, ikiwemo Sekta ndogo ya Mafuta (kwa kuuza mafuta ya kuendesha mitambo). Sekta ndogo ya Usafiri pia nayo itafaidika kwa kusafirisha mafuta kutoka Bandari ya Dar es Salaam kwenda kwenye mikoa ambayo Mitambo ya kuzalisha umeme itawekwa kama Tanga, Dodoma, Mwanza na Arusha.

Ifikapo Mwezi Disemba 2012 Tanzania itakuwa imeongeza 310MW za Umeme ambazo zote zitakuwa zinamilikiwa na Shirika la Umeme au 150MW kati ya hizo Shirika la NSSF. Kwa maana hii ni kwamba katika jumla ya Uzalishaji wa Umeme wa 882MW  tunaotarajia kuongeza katika Gridi ya Taifa, utakaobakia nchini baada ya Mashine za kukodi kuondoka ni 460MW peke yake. Tutatumia  tshs 1.2tr kuingiza katika Gridi wa umeme wa kudumu wa 460MW tu. Hii inatokana na ukweli kwamba baada ya Disemba 2012 jumla ya 422MW zitakuwa zimeondoka kwenye Gridi baada ya mikataba ya kukodisha kumalizika.

Jambo moja zuri  ni kwamba Serikali imefikiri kimkakati kwamba tuwe hatuna mitambo ya kukodi ifikapo Disemba 2012 (kwa maana ya symbion na Aggreco). Huku ni kufikiri vizuri, kwamba Serikali itakuwa  imejenga uwezo wa Taifa kupitia TANESCO na NSSF kuwa na uwezo wa kuzalisha umeme wake. Imefanya ‘sequencing’ kwamba itatumia umeme wa kukodi wakati inajenga uwezo wa kununua mitambo yake yenyewe. Wakati Mikataba ya kukodi inakwisha, ndani ya miezi 16 Serikali kupitia TANESCO na NSSF itakuwa inazalisha 460MW. Hatua ya kupongeza.

Hata hivyo, Serikali na wananchi wanapaswa kujiuliza katika hiki kipindi cha mpito jambo gani litakuwa linafanyika? Ifikapo Disemba mwaka 2012 kutakuwa na mahitaji zaidi ya Umeme kwa ziada ya 200MW au zaidi. Hii inatokana na ukweli kwamba mahitaji ya umeme yaliyopo hivi sasa ni ‘suppressed’ licha ya ukuaji wa asilimia 15 kila mwaka. Vile vile inatarajiwa  kuwa kuwepo kwa umeme kutaongeza uzalishaji ambao utaongeza mahitaji zaidi. Hapa Serikali ilifikia ukomo wa kufikiri (ilichoka). Kunapaswa kuwa na kazi inayofanyika ambayo inafikiri zaidi ya 2012 (Thinking Beyond Dec 2012). Kunahitajika mradi wa angalau 200MW kuanza kutekelezwa kati ya sasa na Disemba 2012 ili mitambo ya kukodisha ikiondoka kuwepo na uwezo wa angalau 600MW. Hapa ndipo Mradi wa Kiwira I unaingia.

Mkakati wa Serikali kwa KIWIRA una makosa ya kifikra. Serikali inataka kukopa Uchina ili kujenga Kiwira. Mchakato wa mkopo utachukua zaidi ya miaka 2. Taifa haliwezi kusubiri. Serikali iharakishe utwaaji wa Hisa za Kampuni ya TanPower Resources na kukabidhi hisa hizo kwa Shirika la Umma. Shirika litangaze Zabuni kupata ‘strategic investor’ kwa utaratibu wa PPP ambao utazingatia kwamba mara baada ya Mwekezaji kujilipa gharama zake na faida kidogo umiliki uwe sawa kwa sawa (50/50).

Licha ya Mkakati kuendeshwa na zaidi na fedha za mikopo kutoka katika Mabenki, bado umepangwa vizuri mpaka 2012. Hata hivyo, Mkakati wa kuondoa mgawo wa Umeme na kuimarisha sekta ndogo ya Umeme nchini haukufikiriwa vya kutosha (inadequate thinking) na hasa kwa mbele ya 2012. Bado kuna fursa ya kuboresha. Kamati za Bunge za Nishati na Madini na Mashirika ya Umma zinapaswa kufuatilia kwa karibu sana utekelezaji wa Mkakati huu.

Dar es Salaam. The parliamentary committee on Public Organisation Accounts (POAC) has directed the National Social Security Fund (NSSF) to suspend the sale of General Tyre Tanzania Limited pending directives from the government.

The POAC chairman, Mr Kabwe Zitto, yesterday disclosed to The Citizen that NSSF should come up with plans of reviving the beleaguered company other than selling it.“Don’t even attempt to sell this company… why selling it while the country still needs it,” he queried.

According to NSSF managing director, Mr Ramadhan Dau, the company owes his office an outstanding debt of Sh15 billion, compelling them to render it for sale.

Mr Dau said that it was imperative to sell the company, as the money obtained would pay back NSSF debt. “We want to safeguard our members’ interests; we cannot achieve this if General Tyre is not delivering,” noted Mr Dau.

The NSSF boss said they had initially thought of seeking for a strategic investor, Firestone Tyres from Kenya, to take over the company but nothing has materialised out of the agreement so far.

When asked how NSSF was planning to recover the debt, Mr Dau said that the government would guarantee 85 per cent, whereas the remaining 15 per cent would be sorted out by NSSF itself.

For his part, Mr Zitto said there was a need of reviving all public companies and that selling them was not the best option of keeping the firms afloat.“Just hold on, don’t rush into selling it, as we are still waiting for further directives from the government,” he added.

Two years ago, the General Tyre closed operations, as the state planned to revive the Arusha-based factory amid the influx of cheap imported tyres, mainly from China.

The then deputy minister for Industry, Trade and Marketing, Dr Cyril Chami, was quoted as saying that the government was determined to revive the company and was holding talks with Continental AG of Germany, to terminate the existing contract so that a new partner could be sought to invest in the company.

Continental AG had apparently refused to re-invest in the company, saying that tyre manufacturing was no longer its priority. Dr Chami said productivity at the factory started to deteriorate at the end of 1990’s because of both importation of second-hand tyres and an increase in tyre vendors who provided cheaper options to customers.

But despite the government’s decision to ban the importation of second-hand tyres, General Tyre still failed to recover, and as the going got tougher, the factory was driven to borrow money from various foreign banks, including HSBC and City Bank, to service its operations.

The then deputy minister said the factory failed to repay the loans, forcing the government to provide a bond in 2005, for the factory to get Sh15 billion loan from NSSF to service the bank loans.

However, he said, the factory failed to get another loan that would enable it purchase materials for productions, and it was forced to close down in 2009.

The company was in the 1970s and 1980s one of the largest employers and commanded respect for its contribution to socio-economic development of Arusha.The once giant motor vehicle tyre manufacturing company used to supply its products to the Eastern and Central Africa before closing down two years ago.

Meanwhile, Mr Zitto commended NSSF for presenting an unqualified audit opinion before his committee.

“You have done a remarkable job, we have not come across any irregularities in your report. Keep the good work up,” remarked Mr Zitto.

The National Social Security Fund (NSSF) has decided to invest in power generation, promising to add 300 Megawatts to the national grid before December this year.

NSSF has also shown interest in acquiring the Kiwira Coal Mine in Mbeya and constructing a large gas pipe from Songosongo and Mnazi Bay to Mkuranga, Dar es Salaam, Tanga and Mwanza.

This was revealed yesterday in Dar es Salaam by the Fund’s Director General, Dr Ramadhan Dau when explaining the institution’s future plans to members of the Parliamentary Parastatal Organizations Accounts Committees (POAC) chaired by Kigoma North MP, Zitto Kabwe.

Dr Dau said NSSF has decided to pitch into energy sector in a bid to rescue the country from power problems which have now resulted into endless rationing.

He said their consultant was working on the plans, after which the Fund will announce a tender for purchase of electricity plants.

“We have decided to invest in power due to on-going problems. Our aim is to start producing electricity by end of the year,” he said. He told the MPs that the electricity generators will be fixed in Dar es Salaam.

Concerning Kiwira Dr Dau said they have decided to purchase the mine after the government failed to repay the long outstanding debt of USD 31million.

He said initially the government borrowed a total of USD 7 million in 2007 to invest in Kiwira Coal Mine with a promise to repay it after six months, but it had failed in its commitment.

He said the fund is ready to take the mine with all its debts and start afresh. Dr Dau said the mine will produce efficiently under the institution.

He however, he told the MPs that NSSF plans to construct a huge gas pipeline, to transport the item from the southern regions. He said the current line has no capacity to increase the flow of gas to meet the growing demand.

He said the pipeline will increase the gas flow for both electricity and domestic consumption, adding that it will facilitate power production at Dar es Salaam and Mkuranga in the Coast region, where they are going to fix another plant.

“We expect to start implementing these gas projects in two years”, he said.

He also said that NSSF plans to start construction of the long awaited Kigamboni Bridge this year. He said the bridge will be constructed at the cost of USD 120 million.

He said the delay was caused by lack of funds after NSSF had unsuccessfully requested for funds from Holland. He said that they were requesting a total of EURO 22 million.

Meanwhile, the committee chairperson, Zitto Kabwe criticised the government for failing to repay in time, money it borrowed from public institutions.

Kabwe wondered whether the government through Dar es Salaam City Council would be able to repay the funds it had taken from NSSF for construction of the ‘Machinga’ Complex.

He said the Complex was yet to be fully functional as petty traders dillydallied in leasing rooms due to high rental fees.

“The complex is not functioning. I wonder whether you will accomplish the plan of constructing similar buildings when its president has already promised the same for petty traders in Mwanza,” said Zitto.

Members of Parliament have been pushing the government to allow NSSF to invest in power which includes ownership of Kiwira Coal Mine.

Last December, the Minister for Energy and Minerals, William Ngeleja said Kiwira would be placed under Tanesco and Stamico, but quickly added that discussions between responsible parties would give a clear direction of the issue.

TAARIFA KWA VYOMBO VYA HABARI

1.0 UTANGULIZI

Kamati ya kudumu ya Bunge ya kusimamia mahesabu ya Mashirika ya Umma ikiongozwa na Mwenyekiti wake Mhe. Zitto Kabwe,MB (CHADEMA) ilifanya ziara ya ukaguzi wa ufanisi katika miradi ya makaa ya mawe ya Mchuchuma, Liganga,Ngaka na Kiwira kuanzia tarehe 6 – 10 Machi,2011.

Kamati ilifanya hivyo ikiwa ni sehemu ya utekelezaji wa majukumu yake yaliyoainishwa na kanuni ya 13 (a) – (e) ambayo miongoni mwake ni:

  • kusimamia ufanisi wa mashirika ya umma;
  • kushughulikia maeneo yenye matatizo sugu ya matumizi mabaya ya fedha za mashirika ya umma;
  • kufuatilia sera ya ubinafsishaji wa mashirika ya umma.

Ziara ya Kamati ilifanyika katika eneo ambalo Kamati imeliita Eneo Mkakati la uzalishaji wa Megawatt 1500 za Umeme kusini mwa Tanzania (South Tanzania’s 1500MW Strategic Complex) liko katika Wilaya za Ludewa, Mbinga na Ileje/Kyela mkoani Mbeya.

2.0 KATIKA ZIARA HII KAMATI IMEBAINI YAFUATAYO:

1.      Eneo hili lina uwezo wa kuzalisha umeme wa Megawatt 1500 ndani ya kipindi cha miaka mitano ijayo na kuendelea na uzalishaji kwa kipindi cha miaka 150 ijayo kabla ya makaa ya mawe kwisha kabisa.

2.  Kwa mujibu wa Taarifa ya Mkaguzi na Mdhibiti Mkuu wa Mahesabu (CAG) kwa mwaka unaoishia Juni 2009, NDC imewekeza jumla ya Shilingi 1.4 bilioni katika Mradi wa Chuma Liganga , ikiwa ni pamoja na gharama za utafiti zinazofikia Dola za Marekani 36,563.00. Mradi huu ambao bado haujaanza uzalishaji unatarajiwa kuzalisha chuma na kuongeza thamani hapa hapa nchini kabla ya kuuza nje ya nchi. NDC imepewa jukumu la kusimamia rasilimali za Chuma Liganga zinazokadiriwa kuwa Tani 1.2bn, rasilimali ambazo kama zitaendelezwa zitachangia kwa kiasi kikubwa maendeleo ya nchi hasa katika uzalishaji wa umeme na hivyo kusukuma mbele maendeleo ya taifa.

3. NDC wanategemea kuingia ubia na Kampuni ya Sichuan Hongda Corporation toka nchini China kuendesha Mradi wa Makaa ya mawe wa Mchuchuma na kuchimba Chuma Liganga, mradi unaotegemewa kugharimu Dola za Kimarekani 3.0 Bilioni. Mkataba wa Ubia bado haujasainiwa na unasubiri maamuzi ya Baraza la Mawaziri. Mradi wa Mchuchuma unategemea kuzalisha 600MW za Umeme. Mradi wa Liganga unatarajiwa kuzalisha Chuma kwa matumizi ya ndani na pia kuuza nje ya nchi kuliingizia Taifa fedha za kigeni.

4. NDC wameingia ubia na Kampuni ya Atomic Resources ya Australia na kuunda kampuni tanzu ya TANCOAL Energy kwa ajili ya kuchimba Makaa ya Mawe eneo la Ngaka Wilayani Mbinga kwa lengo la kuzalisha Umeme 450MW.  Mkataba wa Ubia unaonyesha kuwa NDC watakuwa na Hisa asilimia 70. Uwekezaji katika mradi huu utakuwa takribani Dola za Kimarekani 350m.

5. Kamati imefuatilia mchakato wa kurejesha Serikalini umiliki wa Mgodi wa Makaa ya Mawe Kiwira na kubaini kuwa mchakato huo bado haujakamilika licha ya miaka miwili kupita tangu Serikali ilipotangaza azma hiyo.

6. Kamati imefuatilia utekelezaji wa agizo lake kwa Mashirika ya Hifadhi ya Jamii kuwekweza kwenye miradi ya Umeme na kubaini kuwa mchakato wake bado haujafika mbali. Shirika la NSSF kama sehemu ya utekelezaji wa agizo la Kamati limeomba kumilikishwa mgodi wa Kiwira. NSSF kwa kushirikiana na mwekezaji mwingine (strategic investor) wanatarajia kuwekeza dola za kimarekani 400m na kuzalisha 500MW katika kipindi cha miaka mitano.

7. Kamati imependekeza kwa Shirika la CHC kushirikina na ofisi ya CAG ili kuharakisha zoezi la tathmini na uchunguzi maalum (special audit) wa Mali na Madeni ya Kiwira Coal and Power Limited (KCPL). Wakati zoezi hili linaendelea Serikali (Wizara ya Fedha) Kamati inapendekeza kwamba Serikali iwape Shirika la NSSF ‘letter of intent’ ili waanze taratibu za zabuni kwa ajili ya kupata ‘strategic investor’ na masuala mengine muhimu kwa ajili ya kufufua mgodi wa Kiwira na kuzalisha umeme.

8.      Kamati imebaini kwamba mipango ya Shirika la Maendeleo ya Taifa (NDC)  katika miradi ya Liganga, Mchuchuma na Ngaka iwapo itatekelezwa kwa haraka na kwa umakini, na vile vile maagizo ya kuwapatia Mradi wa Kiwira Mfuko wa Hifadhi ya Jamii (NSSF) kutazalisha 1500 MW za umeme ambazo si tu zitamaliza kabisa tatizo la umeme tulilonalo bali kuwa ni hatua ya nchi hii kuanza kuuza umeme nje ya nchi.

9. Umeme utakaozalishwa katika vyanzo hivi utatakiwa kusafirishwa kwa msongo (Transmission lines) wa 400kv kutoka Mchuchuma mpaka Mufindi (kwa mradi wa Mchuchuma) na kutoka Kyela mpaka Mbeya (kwa mradi wa Ngaka). Hii bado ni changamoto kubwa katika kufikia lengo la Taifa kujitosheleza kwa Nishati ya Umeme.

3.0 MAPENDEKEZO YA KAMATI

1.      Kamati inalipongeza Shirika la NDC kwa hatua kubwa waliofikia katika Miradi ya Mchuchuma, Liganga na South Ngaka. Hata hivyo juhudi zaidi zinatakiwa ili kuhakikisha kuwa miradi hii inatekelezwa katika muda mwafaka.

2.      Mkataba wa ubia  baina ya Shirika la NDC na  Kampuni Sichuan Hongda toka China ili kuendeleza Mradi wa Mchuchuma-Liganga ni muhimu usainiwe sasa na haraka na Serikali ishauriwe kutimiza wajibu wake kwa hatua ambayo NDC imefikia ikizingatiwa faida za kiuchumi za Mradi huu. Mazingira ya sasa ya uchumi wa Dunia na mahitaji ya Taifa ni mwafaka kwa miradi ya Makaa na Chuma. Kuchelewa kuanza kwa miradi hii kwaweza sababisha miradi isifanyike kabisa kwani uchumi wa dunia kwenye bidhaa za chuma huwa unayumbayumba sana (fluctuations).

3.      Kampuni tanzu itakayoundwa ili kuendesha miradi hii ifuate taratibu zote za uchimbaji ikiwemo kusainiwa kwa Mkataba wa Uendelezaji Migodi (Mineral Development Agreements-MDA) kwa madhumuni ya kulinda maslahi ya Serikali, Watu wa Ludewa na Kampuni yenyewe.

4.      Kwa kuwa suala la Ubia bado halijaamuliwa, Kamati inashauri kuwa ubia uzingatie kanuni ya faida (profitability and Pay Back period). Kwa mfano, NDC waweza kuanza kwa kuwa na hisa 20% lakini mara baada ya mradi kulipa (payback period) mgawo wa hisa uwe ni sawa kwa sawa. Pendekezo hili pia lizingatiwe kwa mradi wa Ngaka ambapo NDC wanahisa 30% kwenye Kampuni tanzu ya TANCOAL Energy.

5.      Wizara ya Nishati na Madini iharakishe kutoa leseni ya uchimbaji wa Makaa ya Mawe kama ilivyoombwa na kampuni ya TANCOAL ambayo inamilikiwa kwa ubia na NDC ili uchimbaji wa maakaa uanze na hivyo kuanza kuzalisha Umeme. Inapendekezwa kuwa Umeme unaotokana na Makaa ya South Ngaka uzalishwe kutokea Wilaya ya Kyela ili kurahisisha kuunganisha na gridi ya Taifa.

6.      Kamati inapendekeza kwa Kamati ya Nishati na Madini kuanza mchakato wa kufanya marekebisho ya Sheria ya Madini kwa lengo la kutangaza kwamba Rasilimali za Makaa ya Mawe na Chuma kuwa ni Rasilimali za kimkakati (strategic resources) na kwamba leseni za kumiliki vitalu vya madini haya zitamilikiwa na Mahirika ya Umma tu. Pendekezo hili linatokana na ukweli kwamba kuna leseni nyingi sana za kumiliki madini haya ambazo zimemilikishwa kwa watu binafsi (speculators). Inapendekezwa kwa Rais wa Jamhuri ya Muungano wa Tanzania kwamba leseni zote za kumiliki vitalu vya Chuma na Makaa ya Mawe zinazomilikiwa na watu binafsi au makampuni ya nje zifutwe na kumilikishwa kwa ama STAMICO au NDC. Hata hivyo, ifikiriwe kuundwa kwa Shirika la TANZANIA IRON AND COAL CORPORATION itakayomilikiwa kwa ubia na STAMICO na NDC na Shirika lingine lolote la Umma kwa lengo la kuendeleza rasilimali ya Makaa ya Mawe na Chuma hapa nchini.

7.      Kamati inalitaka Shirika la Umeme nchini TANESCO kuanza kuwekeza katika msongo wa kusafirisha umeme (TRANSMISSION) kuelekea kwenye miradi hii ili kufanya miradi hii iwe na maana. Kamati imefurahishwa na wazo la wabia wa NDC kujenga msongo wao wa umeme. Hata hivyo, Kamati inaamini kuwa suala la msongo wa umeme liendelee kuwa chini ya Shirika la TANESCO au Serikali iunde Kampuni nyingine ya Umma kwa ajili ya Transmission peke yake. Kwa ajili ya uharaka wa msongo wa sasa Kamati inashauri kuwa wabia wa NDC wajenge msongo huu kama mkopo kwa Shirika la TANESCO.

8.      Kamati ya POAC itaandaa mkutano wa wadau kuhusu miradi ya Mchuchuma na Liganga, Nkaga na Kiwira. Lengo la mkutano huu ni kufahamu mipango ya Serikali na Mashirika katika utekelezaji wa miradi hii. Mkutano huu utahusisha Mashirika ya NDC, STAMICO, TANESCO, NSSF na CHC. Pia Makatibu wakuu wa Wizara za Viwanda na Biashara, Nishati na Madini, Kazi na Ajira na Wizara ya Fedha na Uchumi. Wenyeviti wa  Kamati za Bunge za Viwanda na Biashara  na ile ya Nishati na madini watahudhuria ili kuangalia uwezekano wa kuharakisha miradi ya Mchuchuma, kiwira na liganga kwa lengo la kuzalisha Nishati ya Umeme, kukuza Uchumi kwa kuuza nje Chuma, kutengeneza ajira na kuleta maendeleo kwa Taifa letu. Mkutano huu umepangwa kufanyika siku ya Jumatatu tarehe 21 Machi 2011.

4.0 MGODI WA MAKAA YA MAWE KIWIRA

Kwa mujibu wa Fasili ya 13 (e) ya nyongeza ya nane ya kanuni za Kudumu za    Bunge Toleo la mwaka 2007 inayosomeka” Kufuatilia sera ya Ubinafsishaji wa Mashirika ya Umma’’. Kwa kutumia Kanuni hii, Kamati ya POAC imetekeleza Yafuatayo;

NI MUHIMU Serikali ikatambua kwamba ni muhimu maagizo ya Kamati kwa Serikali kwamba Shirika la NSSF lipewe Mgodi wa Kiwira ili  kuweza kulikwamua shirika hilo.

HITIMISHO

Kamati inaendelea kutoa tahadhari kwamba kuchelewa kusaini mkataba wa NDC na Kampuni ya Sichuan Hongda ya kutoka China na pia kutokamilisha mchakato wa kuumilikisha mgodi wa Kiwira kwa NSSF kunachelewesha maendeleo ya Taifa.

Kamati inategemea kutumia Taarifa yake ya mwaka 2009/2010 ikijikita zaidi kwenye Mashirika ya Umma yanyojihusisha na Miundo mbinu na Nishati kama kichocheo cha Maendeleo ya Taifa.

An Eye Opener Week-long Visit to South Tanzania 1500MW Electricity Complex

Last week the Parliamentary Public Organizations Accounts Committee (POAC) that I Chair embarked on our first week-long visit in accessing the state of the 3 Mega projects in Southern Tanzania that are being carried out by National Development Corporation (NDC).

We set off from Dar-es-Salaam and slept in Njombe town (expected capital of new Njombe Region. We drove to Ludewa then to Mchuchuma on to Liganga after that we set off to Ruvuma Region where we started off from Songea then to Ngaka Coalfields and we moved on to Mbeya Region to visit our the last project which was Kiwira Coal Mine located in Ileje/Kyela districts.

On the way we encountered a number of problems that any typical Mwananchi comes across everyday. Our bus broke down (9 of us drove in one car from Iringa to Makambako), we had to contend with lack of accommodation in some places, in Ludewa for instance Hon. Deo Filikunjombe MP of parliament of the area and Vice-Chairman of POAC provided accommodation in his own house and housed MPs from other political parties which goes to show what a great country we live in. In Mbeya we stayed in a work in progress hotel; some of the highlights of a very informative, exciting and thought provoking trip on how we can move forward these projects.

These 3 Coal mining mega projects are touted as the biggest electricity projects since we attained our independence over 50 years ago and would have a combined total of 1500MW and is being dubbed as South Tanzania 1500 MW Electricity Complex that will transform the Southern Corridor and Tanzania as a whole. It should be noted that currently we have 1034 MW installed capacity in terms of electricity generation and we are only generating about half of that estimates put it at 560 MW.

Mchuchuma Coal To Electricity Project

Our first visit took us to Ludewa District in Iringa Region to Mchuchuma Coal Mine which happens to fall in the constituency of our Vice-Chairman Hon. Deo Filikunjombe, MP of Ludewa Constituency.

The Mchuchuma coal mine has yet to kick off, what has been done so far is a feasibility study to determine the amount of coal reserves that we have at Mchuchuma Coal Mine and the floating of a tender for a strategic partner to take up the project in partnership with National Development Corporation (NDC) which they have done and a Chinese company by the name Sichuan Hongda Corporation Limited has won the tender and they are currently in talks and carrying out due-diligence.

It is estimated we have a total of 536 million tons of Coal reserves that can add up to 1.2bn tons at Mchuchuma Coal Mine.

With Mchuchuma Coal Mine, NDC together with Sichuan Hongda Corporation Limited intends to mine 3 million tons of coal per annum and mine mouth thermal power station of 600 MW.  Half of the generated power will be supplied to the Liganga Iron Ore project and the rest will be feed into the national grid. At this rate, Mchuchuma can produce Tanzania all its current power for the coming 150 years! I asked Dr. Mzindakaya, the Chairman of NDC what went wrong with our elders not to exploit these resources, he said DECISION MAKING!

Sichuan Hongda Corporation Limited and China Africa Development Fund plan to invest about USD $ 3 Billion Dollars in both the Mchuchuma Coal and Liganga Iron ore project. They expect to make about USD $ 1.2 Billion dollars a year. Somebody informed me that this Chinese company is experienced in Zinc mining and has no experience in Power generation….Due diligence?

Our second visit took us to Liganga Hills and surrounding areas which has the biggest known iron ore resources in the country estimated to contain reserves ranging from 200 million to over 200 Billion tons.

On top of that the iron ore have excellent range of magmatic associated minerals that is Vanadium and Titanium magnetite which is a major source of raw material for iron and steel industry.

The Challenges so far in implementing these projects are:

Lack of sense of urgency in decision making by the government to get these projects going- A killer disease and hence a go slow culture, Corruption as everyone wants a cut from the concerned parties. This vice is very pervasive in this country of ours, Lack of Infrastructure: Road, Rail and Electricity, Lack of connection to feed into the National Grid, Lack of qualified local experts for these projects. All these challenges can be overcome by having results oriented, pragmatic Ministers, sack corrupt bureaucrats and integrate the projects for coordination. A Presidential Special appointee on South Tanzania 1500 electricity complex? Perhaps!

Ngaka Coalfields Project-400 MW Power Station

Located in Mbinga district about 250km on the Njombe-Mchuchuma-Manda road, this is one of the most advanced and exciting development projects that the POAC committee saw and a lot of work has been done and they are currently having 45 staff on the ground.

The Ngaka Coal Project is being developed through Tancoal Energy Limited (Tancoal), a joint venture company between Atomic’s 85% owned Tanzanian subsidiary, Pacific Corporation East Africa (PCEA), which owns a 70% interest in Tancoal, and the National Development Corporation (NDC) of Tanzania,  which owns 30%.

They have already completed their Bankable Feasibility Study (BFS), their goal is the development of a thermal coal mining operation at Ngaka and the development of a 400 megawatt power station, utilizing proven clean coal gasification technology, at the Ngaka mine site. Malawi has already asked for a contract to supply them with 150MW from this project (money starts to flow?).

At the moment they are waiting for their special mining license from the Ministry of Energy and Minerals to commence exploration. The estimated coal reserves are 200 million tons and it is said to have the best coal in the country.

Kiwira Coal Mine Project

Our last visit took us to Kiwira Coal Mine which is currently at the hands of Kiwira Coal and Power Limited(KCPL) which is a company jointly owned by Tanpower Resources Limited (70%) and Government of Tanzania (30%).

The Government is at present finalizing the transfer back of shares from Tanpower Resources back to the government in order to transfer ownership to National Social and Security Fund (NSSF) and STAMICO to run Kiwira Coal Mine.

The government has committed in transferring ownership to NSSF. NSSF on their part have committed to buy it out and all its debts. It’s under this guise that NSSF took it upon them to give a presentation on their future intentions and how they will revive and develop Kiwira in the next 5 years in order to produce 500MW electricity that they will sell to TANESCO.

We travelled back from Kiwira through Mbeya, slept in Iringa and then back to Dar es Salaam. We brought no electricity  from the visit but HOPE.

* It’s a mind boggling question that we import 200,000 tons of steel yearly while our own iron ore is standing bare on the hills of Liganga in Ludewa.

*Does it make sense importing 230,000 tons of coal every year from South Africa while we have the best quality coal lying idle in Ngaka, Mbinga districts. Of course one will argue with trade theories of comparative or even competitive advantage! Prices of iron would half, avoid our rails from being stolen as scrap metal(chuma chakavu) for hungry steel mills and save our forex!

*Similarly for coal, we would save us an estimated US $ 40million a year! All in all jobs! Jobs! jobs let alone the multiplier effect.

Let us make decisions and turn South Tanzania 1500MW electricity complex live! No more promises, let us deliver power to the people………

KIWIRA, TANESCO na NSSF

Katika gazeti la Mwananchi Jumapili la tarehe 27 Aprili 2011 ndugu yangu Lula Wa Ndali Mwananzela aliandika makala nzuri sana. Makala hiyo ilibeba kichwa cha ‘Kwa nini TANESCO isipewe Kiwira’ ikiwa kama hoja mbadala. Lula anafungua makala yake kwa kusema ‘kitu pekee ambacho hawataki kukifanya ni kuiweka Kiwira chini ya TANESCO’. Sijui kwa nini alianza na kauli hii. Hata hivyo hii ni makala ambayo ni vema ipate majibu ili kuweka sawa mjadala huu wa umiliki wa KIWIRA.

Mjadala uliopo sasa ni wa Shirika la NSSF kupewa mgodi wa KIWIRA na kuwekeza ili kuchimba makaa ya mawe na kisha kuzalisha umeme kiwango cha 200MW. Ndugu Lula pamoja na baadhi ya Watanzania wametia mashaka juu ya wazo hili na makala ninayoijadili hapa ni sehemu ya kujaribu kutafuta mbadala wa wazo hili la NSSF. Ningependa kwanza kutoa taarifa za awali ili kuhakikisha kuwa wasomaji wanaelewa nini kilipelekea wazo hili la NSSF kuingia katika uzalishaji wa umeme na hata wazo la mgodi wa KIWIRA kukabidhiwa NSSF.

Sote tunafahamu hadithi nzima ya mgodi wa KIWIRA. Kwamba mgodi ulibinafsishwa bila kufuata taratibu kwa Kampuni yenye mahusiano na Rais mstaafu Benjamin Mkapa na Waziri wake Daniel Yona, ni taariffa inayojulikana kwa umma. Mambo kadhaa hayajulikani kwa umma na hivyo wakati mwingine watu kutoa maoni bila habari kamili.

Mojawapo ya habari ambazo inawezekana hazijulikani ni kwamba kampuni ya TANPOWER RESOURCES ambayo ilimilikishwa mgodi wa KIWIRA ilichukua mikopo kutoka taasisi za kifedha ili kuanza uzalishaji kwa kuchimba makaa ya mawe na kisha kuyatumia kuzalisha umeme. Baadhi ya taasisi ambazo zilitoa mkopo huu ni pamoja na mifuko ya hifadhi ya jamii kama NSSF na PSPF. Mikopo hii ilidhaminiwa na Benki ya CRDB. NSSF pekee waliwapa Tanpower Resources jumla ya dola za kimarekani milioni 7 na mpaka sasa hazijalipwa. Serikali ilipotangaza kuuchukua mgodi huu, tukaanza kuhoji hatma ya fedha hizi za mifuko itakuwa nini.

Kutokana na hali halisi kwamba mgodi huu unaweza kuzalisha umeme wa kutosha na kwa faida na kinachotakiwa ni uwekezaji tu, baadhi yetu tukaja na wazo kwamba deni la NSSF kwa KIWIRA libadilishwe kuwa mtaji (equity) na hivyo mfuko kuwa sehemu ya wamiliki wa mgodi na kisha mgodi uanze kazi. Hili ni suala la kawaida kabisa katika biashara duniani lakini pia ni suala ambalo lingerahisisha umiliki wa Serikali kwa mgodi huu. Mimi binafsi nilitoa wazo hili ili kulinda fedha za umma katika vikao vya kamati ya Bunge ya Hesabu za Mashirika ya Umma. Ilibidi wazo hili likafanyiwe kazi na wataalamu kuweza kufahamu kama litakuwa na maslahi kwa Mfuko.

Baada ya tafiti mbalimbali kufanywa, iligundulika kuwa kote duniani, narudia, kote duniani mifuko ya hifadhi ya jamii imewekeza sana kwenye nishati. Nchini Ufaransa na Malaysia zaidi ya robo ya umeme unaozalishwa hutokana na uwekezaji uliofanywa na mifuko yao ya hifadhi ya jamii. Vile vile ilionekana kuwa licha ya faida kwa uchumi wa nchi, uwekezaji katika kuzalisha umeme una faida kubwa sana kwa mifuko yenyewe na hivyo kulinda fedha za michango ya wafanyakazi na kuwahakikishia malipo yao pindi muda wa kulipa unapofika. Hivyo, wataalamu wa uchumi, uwekezaji katika madini na umeme wakashauri kwamba NSSF wamilikishwe mgodi wote kwa asilimia 100, wawekeze, wazalishe umeme na kuuza kwa TANESCO. Ifahamike pia kuwa taasisi za fedha zilizoikopesha tanpower resources zilishatoa notice kuifilisi kampuni hii ili wauze mali na mali ya kampuni hii kisheria ni mgodi. Uuzaji wa namna hii unahatarisha azma ya Taifa ya kimkakati (strategic decision) ambayo ni kuzalisha umeme. NSSF walikuwa tayari kununua madeni yote, kulipa wafanyakazi na kuwekeza kama sehemu ya mkakati wao wa kusambaza vitega uchumi vyao (diversification of assets).

Ikumbukwe pia kwamba mnamo mwezi Mei mwaka 2010, Kamati ya Bunge ya Mashirika ya Umma ilikutana na Mifuko yote ya hifadhi ya jamii na kuwaagiza washiriki katika juhudi za kuongeza uzalishaji wa Nishati ya Umeme ili kuepuka mikataba isiyo na maslahi ambayo kampuni binafsi zinaingia na Shirika la Umeme la TANESCO. Mikataba hii yenye ‘capacity charges’ na gharama nyingine kubwa inalitafuna Taifa kweli kweli. Sasa tunapopata Shirika la Umma lingine lenye uwezo wa kushindana na sekta binafsi, Taifa linafaidika zaidi. Baada ya maelezo haya nijaribu kuangalia hoja kadhaa za ndugu Lula ambaye anashauri kuwa TANESCO wapewe KIWIRA (ninaamini badala ya NSSF).

Ndugu Lula anasema, viongozi wanataka kujenga Taifa la wastani, yaani taifa ambalo halitaki kujaribu mambo makubwa. Moja ya mambo makubwa anayoshauri yeye ni kuiweka Kiwira chini ya TANESCO. Lula anasahau kuwa TANESCO ndiyo yenye ukiritimba wa uzalishaji umeme nchini. Wakati ‘installed capacity’ ya umeme nchini ni 1034MW, za makampuni binafsi ni takribani 180MW pekee za Songas na takribani 30 MW za makampuni mengine madogo madogo. Hata ukiweka 100MW za IPTL na baadaye 100MW za Dowans bado TANESCO watakuwa na zaidi ya 60%ya uzalishaji wa umeme. TANESCO wamekabidhiwa uhodhi kwenye usafirishaji (Transmission) na usambazaji. TANESCO ni lidubwana likubwa kweli kweli! Lula anataka tuwarundikie na KIWIRA.

Ikumbukwe KIWIRA ni 200MW pekee zinaweza kuzalishwa wakati TANESCO wana miradi mikubwa kama ule wa Kinyerezi wa 240MW na bado wanasuasua nao. Ni akili ya kawaida sana kuwa hatuwezi kuwatutika mzigo mwingine.

Lula afahamu kuwa kupewa mgodi ni jambo moja na kuwekeza ni jambo linguine. TANESCO hawana fedha za kuwekeza katika KIWIRA. Hata kama wangekuwa na fedha hizo ingekuwa bora TANESCO wawekeze kwenye njia za kusafirisha umeme ambazo zimechoka na zinapoteza 23% ya umeme wote unaozalishwa katika vyanzo vya Maji. Kiwango hiki cha umeme unaopotea ni sawa na kupoteza dola milioni 100 kila mwaka, yaani tunazalisha umeme na kuutupa! Kama TANESCO wana fedha wawekeze huko na kuachia uzalishaji wa umeme kwa wengine.

Kenya, kuna kampuni mbili za Umma – moja inazalisha tu umeme na nyingine inasafirisha na kusambaza. Ile ya kuzalisha inaitwa KenGen. Inapata faida na ipo kwenye soko la hisa la Nairobi! Ile ya kusambaza inaitwa KPLC. Inapata faida na ipo kwenye soko la hisa pia. Juzi tu KPLC wametoa ‘right issue’ ya hisa zake na Rais Kibaki alikuwa mgeni rasmi katika uzinduzi wa kuuza hisa hizi kwa wakenya. Tunataka ifikie mahala ambapo TANESCO wataweza kuweka muda kwenye kusafirisha umeme unaozalishwa kwenye vyanzo mbalimbali na kuusambaza kwa Wateja.

Nikipata Mashirika ya Umma yenye kuweza kuzalisha umeme wa kutosha na kuiuzia TANESCO gharama nafuu, nitafurahi zaidi kwani Taifa litaondokana na mikataba ya kinyonyaji ambayo TANESCO imeingia na kampuni binafsi. Ndio maana ninaunga mkono NSSF kuwekeza katika uzalishaji wa umeme. Huku ndio kufikiria na kufanya mambo makubwa! Anachoshauri ndugu Lula ni ‘status quo’ ama business as usual. Ni kufikiria kwa wastani ili kujenga Taifa la wastani. Uamuzi wa kuipa NSSF mgodi wa KIWIRA ni kufikiria makubwa na kujenga Taifa linalofanya mambo makubwa. Fikra za Uongozi wa NSSF ni sawa na fikra za Dr. Mahathir Mohammed na ndio fikra ninazoamini zitaitoa nchi kutoka ilipo hivi sasa.

Ndugu Lula anasema mpango wa NSSF kumiliki KIWIRA unaacha maswali mengi. Hayataji maswali hayo na kuishia kusema ni sawa na kumpigia mbuzi gitaa. Nadhani kwa faida ya wasomaji wake ni vema angeuliza maswali hayo ili aweze kupata majibu badala ya kunung’unika tu. Ninaamini kabisa kuwa maswali yote yana majibu, anaweza kuyakataa majibu hayo lakini hatakosa majibu. Kwamba kwa nini ‘hawataki kuiacha kiwira mikononi mwa TANESCO’ nimejaribu kulijibu huko juu. Kwanza sio suala la kuiacha kiwira kwa tanesco maana tanesco hawajawahi kumiliki KIWIRA. KIWIRA ilikuwa mali ya STAMICO na katika makala yake yote hazungumzii kabisa Shirika hili. KIWIRA ilijengwa wakati wa Rais Ali Hassan Mwinyi (Lula kasema wakati wa Nyerere, amekosea. Ilijengwa mwaka 1988) ilimilikiwa na STAMICO kabla ya kumpa Mkapa na rafiki zake. Ningemwelewa hoja yake kama angesema kiwira irudi kwa STAMICO, wazalishe makaa, wazalishe umeme na kisha wauze kwa TANESCO. Hoja hii pia nimewaambia NSSF. Kwamba Kiwira waimiliki kwa Ubia na STAMICO kwani STAMICO ndio Shirika letu la Umma kwenye uchimbaji. Hawana fedha za kuwekeza kwenye mradi mkubwa kama huu, hivyo wapate hisa ambazo watazilipa kutokana na mgawo wa faida (dividend) yao. NSSF ni mwekezaji, ana fedha. Utaalamu ataupata kwa STAMICO na menejiment watakayoiweka. NSSF haiendi kuchimba madini. Inawekeza fedha zake kwenye kampuni yake tanzu. Maana kuna maswali sasa hawa wanajua nini kuhusu umeme. NSSF ni entrepreneur! Watanzania sasa ni lazima tuelewe masuala mepesi kabisa ya uendeshaji wa uchumi wa kisasa. Dr. Ramadhani Dau haendi kushika sururu au kuendesha crane. Anawekeza na kuajiri ‘the best managers’ wa kuendesha mradi.

Ndugu Lula anasema Kiwira ni kampuni ya serikali na tanesco ni kampuni ya serikali. Anahoji kuna ugumu gani wa kuiweka kiwira chini ya tanesco. NSSF ni kampuni ya serikali pia. Kuna ugumu gani kwa NSSF kumiliki KIWIRA, kuwekeza mtaji, kuchimba makaa ya mawe na kuzalisha umeme kisha kuuza umeme huo kwa tanesco ili tanesco wabaki na jukumu la kusafirisha umeme na kusambaza kwa wateja. Kuna ugumu gani?

Lula anashauri kuwe na kampuni mbili, moja ya kuchimba makaa ya mawe na hii hana tatizo ipewe NSSF na nyingine ya kuzalisha umeme. Hana tatizo NSSF kuchimba makaa ya mawe bali tatizo lake wasizalishe umeme. Sielewi.

Hoja kwamba uchimbaji ndio unahitaji uwekezaji mkubwa. Sijui ndugu yangu ana takwimu zipi kuhusu uwekezaji katika maeneo haya. Sababu ile ile ya kuikatalia NSSF kuzalisha umeme ndiyo hiyo hiyo angeitumia kusema kuchimba makaa ya mawe waachiwe STAMICO. Isipokuwa Lula akumbuke kwamba, kuna kitu kinaitwa ‘economies of scale’, kama uchimbaji makaa na uzalilishaji umeme vikifanywa na kampuni moja, gharama za uzalishaji zinasambaa na hivyo inakuwa ni nafuu. Kuwa na wamiliki wawili tofauti ina maana kutakuwa na mikataba ya kuuziana makaa jambo ambalo yeye mwenyewe hataki mikataba ya kuuziana umeme. Uwekezaji katika KIWIRA unahitaji kuwa ‘integrated’ kwa kuchimba makaa ya mawe na kuzalisha umeme ili kuleta Tija.

Ndugu Lula anahoji kama NSSF wanataka kusaidia kuzalisha umeme kwanini hawaagizi majenereta? Hapa ndugu yangu kakosa tu taarifa. Mpango wa NSSF ni kuzalisha 500MW kwa kuanzia. Kiwira 200MW na 300MW majenereta ya gesi, 100MW itawekwa Mkuranga ili kutumia gesi ya Mkuranga na 200MW zitawekwa Dar na kutumia gesi ya Songosongo. Kuna mawazo kuwa zote hizi 300MW ziwekwe Somanga Fungu na kujenga transmission lines mpaka Dar es Salaam. Hizi jenerata za kuzalisha 300MW NSSF wapo tayari kuzinunua hata jana. Ni vizuri kabla ya kuanza kutoa shutuma mtu akapata taarifa za kina. Kuna watu hawalali wanafikiri jinsi ya kumaliza tatizo la umeme nchini. NSSF wanafuata maagizo ya Kamati ya Mashirika ya Umma kwa umakini mkubwa kwani lengo letu ni kuondokana na mzigo mkubwa wa mikataba ya kuzalisha umeme kwa kujenga uwezo wa ndani wa kuwekeza. Juhudi hizi zapaswa kuungwa mkono na sio kubezwa. Labda tatizo la ndugu Lula ni wenye kubeba ujumbe huu na sio ujumbe wenyewe!

Mwisho, ni vema Watanzania wafahamu kuwa maamuzi ya mifuko ya hifadhi ya jamii kuwekeza kwenye kuzalisha nishati ya umeme yana faida kubwa sana kwa umma na kwa mifuko yenyewe. Kwa mfano NSSF wanapata fedha kutoka kwenye michango ya wanachama. Wanachama wao ni wafanyakazi kwenye viwanda, migodi, makampuni ya huduma nk. Iwapo nchi ikikosa umeme, viwanda vikafungwa na watu kukosa kazi, maana yake mifuko inapoteza wanachama na fedha pia. Iwapo umeme wa kutosha na wa uhakika unapatikana, viwanda vikaanzishwa, watu wakaajiriwa mifuko inapata wanachama na kupata fedha pia. Ni ‘interest’ ya mifuko kama NSSF kuona uchumi unapanuka na watu wanapata ajira. Mradi wa KIWIRA peke yake utatoa ajira zaidi ya 500 na hivyo kutengeneza wanachama wa mifuko zaidi ya 500. Hapo hujaweka kampuni za huduma ambazo zitaanzishwa kama sehemu ya ‘multiplier effect’! Huku ndio kujenga Taifa linalojaribu mambo makubwa.

Vile vile, mifuko ni lazima iwekeze kwenye vitega uchumi vyenye kuleta faida ili waweze kulipa mafao kwa wanachama wao. Michango tu ya wanachama haitoshelezi kulipia mafao. Uzalishaji wa Umeme, licha ya faida kwa uchumi kwa ujumla wake, ni mradi wenye faida kubwa. Hivyo ni eneo ambalo litahakikisha kuwa fedha za wafanyakazi zinakuwa salama na hivyo kuwa tayari kulipa fidia. Kutokana na uwezekaji mbalimbali, ndio maana NSSF leo wanalipa wanachama wao tsh. 80,000 kwa mwezi wakati pensheni ya serikali ni tshs 20,000 tu. Ndio maana NSSF wana akiba ya kuwalipa wanachama wao miaka 50 ijayo bila kupokea mchango wowote kuanzia leo.

Uwekezaji wa NSSF kwenye mgodi wa KIWIRA ili kuzalisha 200MW za umeme na katika mradi wa 300MW kwa kutumia Gesi ni sehemu ya mikakati ya kuliondoa Taifa katika mikataba ya kinyonyaji na makampuni ya kigeni. Uwekezaji huu utaipunguzia TANESCO mzigo wa gharama za kuzalisha umeme na badala yake kuwekeza nguvu zake katika kusafirisha umeme (kuwekeza kwenye miundombinu) na kusambaza umeme kwa wateja. Iwapo tutawekeza vya kutosha kwenye uzalishaji wa umeme kwa kutumia mifuko yetu ya hifadhi ya jamii na TANESCO wakawekeza katika usafirishaji na usambazaji, ni dhahiri tutafikia lengo la kuunganisha zaidi ya nusu ya Watanzania kwenye mfumo wa umeme. Huko ndipo twapasa kwenda!

NSSF set to pour funds in electricity generation

The National Social Security Fund (NSSF) is on its way to becoming the first pensions fund in the country to engage in electricity generation.

Early this year the Parliamentary Committee on Public Organizations Accounts (POAC) appealed to the pension funds to consider investing in the power sector to help the government in its efforts to ensure sustainable availability of electricity.

The government has liberalised the sector, with a new law allowing private companies to compete with Tanzania Electric Supply Company (Tanesco) for the generation, transmission and supply of electricity.

The move was partly in efforts to curtail a power crisis that recurs almost every year due to self insufficiency in the energy supply while a mere 14 per cent of all the population was connected to the national power grid.

On Tuesday NSSF extended an invitation for technical and financial proposals from interested consultants as part of the tendering process for the planned power project.

According to NSSF, consultants would be allowed to bid as a consortium.

The advert indicated the tendering will be conducted through National Competitive Tendering (NCF) procedure and that those consultants who aspire to bid have only until October 1 to do so.
In April POAC chairman Mr Zitto Kabwe , advised social security funds to move in and invest in energy generating projects in order to help the government in its bid to insure sustainable availability of electricity in the country.

He told representatives of social security funds in the country that such an investment would boost the economy, which experiences a deficit of about 300MW.  He said it was a shame that nearly 50 years after independence the country was yet to produce enough power to satisfy its needs.

He said the country should spicy up next year’s 50th Independence Anniversary with injection of an additional 1,000MW into the national grid.

He also appealed to the government to provide incentives and supports to social security funds so as to enable them undertake power production investments.

He said social security institutions have enough funds to venture into power production projects as one way of supporting economic investments.
