TAARIFA KWA VYOMBO VYA HABARI

Shilingi bilioni 620 za Deni la Taifa hazina maelezo

Mdhibiti na Mkaguzi Mkuu wa Hesabu za Serikali ametoa taarifa yake ya mwaka 2011/2012 na kuonyesha kuwa kuna skandali kubwa sana katika akaunti ya Deni la Taifa. Nanukuu

‘Uhakiki wa mchanganuo wa madeni ya Taifa kama ulivyokuwa tarehe 30 Juni, 2012 ulibaini kuwepo kwa marekebisho ya deni ya shilingi 619,803,554,183.91 ambayo uongozi haukuweza kutoa maelezo ya kuridhisha.’ (Taarifa ya CAG, Ripoti ya Serikali Kuu 2011/2012 uk 158). Mwisho wa Kunukuu

Katika Taarifa yake hiyo CAG anaendelea kuonyesha kuwa Deni la Taifa linazidi kukua na mwaka unaoishia mwezi Juni 2012 deni lilikuwa kwa asilimia 17 kutoka mwaka unaoishia mwezi Juni 2011.

Kukosekana kwa maelezo ya kuridhisha kuhusu zaidi ya nusu trilioni za Deni la Taifa ni jambo linalopaswa kutiliwa mashaka makubwa, kuchunguzwa na kupata majawabu stahiki. Tafiti mbalimbali duniani zinaonyesha kuwa kuna mahusiano makubwa sana kati ya Deni la Taifa la utoroshaji wa fedha kwenda kwenye mabenki ya ‘offshore’. Katika kitabu cha ‘Africa’s Odious Debts: How Foreign Loans and Capital flight bled a continent’ kilichoandikwa mabwana Leonce Ndikumana na James Boyce imeonekana kwamba Deni la Taifa huchochea utoroshwaji wa Fedha kwenda kuficha nje ya Tanzania.

Mabilioni haya kwenye akaunti ya Deni la Taifa yanashtusha sana. Kambi ya Upinzani Bungeni kwa miaka miwili mfululizo imekuwa ikitaka ukaguzi maalumu kwenye akaunti za Deni la Taifa lakini Serikali imeshindwa kufanya hivyo. Nikiwa Mwenyekiti wa Kamati ya PAC pia nimemtaka CAG afanye ukaguzi huu maalumu.

Kambi ya upinzani Bungeni ilisema hivi katika Bajeti yake kivuli 2012/13:

DENI LA TAIFA

Mheshimiwa Spika, Kambi ya Upinzani inasikitika kwa serikali kuendelea kutengeneza madeni kwa Taifa kwa kuendelea kukopa zaidi kwa matumizi ya kawaida ya serikali. Wakati Serikali inasisitiza kwamba Deni letu linastahmilika, Mdhibiti na Mkaguzi Mkuu wa Serikali anaonyesha mashaka makubwa sana kutokana na kasi ya kukua kwa Deni la Taifa. Taarifa ya Mdhibiti na Mkaguzi Mkuu wa Hesabu za Serikali inaonyesha  kuwa Deni la Taifa linazidi kuongezeka kwa asilimia 38% kutoka shilingi trillion 10.5 mwaka 2009/2010 hadi shilingi trillion 14.4 mwaka 2010/2011. Kwa mujibu wa Waziri wa Fedha Deni la Taifa limefikia shilingi trillion 20.3 mpaka ilipofika mwezi Machi mwaka 2012. Ukisoma taarifa ya Mwezi wa Mei 2012 ya Benki Kuu ya Tanzania, Deni la Taifa sasa limefikia shilingi trillion 22.

Mheshimiwa Spika, Suala hapa sio ustahmilivu wa Deni kama inavyodai Serikali bali ni kwamba tunakopa kufanyia nini? Bajeti ya Mwaka 2012/13 inayopendekezwa inaonyesha kwamba Serikali itakusanya shilingi trilioni 8.7 kama makusanyo ya ndani na itatumia shilingi trilioni 10.6 kama matumizi ya kawaida. Ni dhahiri kwamba sehemu ya mikopo ambayo serikali inachukua sasa itakwenda kwenye matumizi ya kawaida. Hatutaki mikopo kwa ajili ya matumizi ya kawaida ya posho, kusafiri, magari nk. Tuchukue mikopo kuwekeza kwenye miradi itakayokuza uchumi na kuzalisha kodi zaidi. Bajeti inaonyesha kwamba Serikali itakopa shilingi takribani trillion 5 mwaka 2012/13.  Serikali ikubalikutekeleza mapendekezoya Kambi ya Upinzani ya kuimarisha ukusanyaji  wa kodi na kupanua wigo wa kodi katika maeneo muhimu kama sekta ya madini na mawasiliano, kuzuia misamaha ya kodi, kutokomeza ukwepaji kodi, na kuepuka matumizi mabaya ili kuepuka madeni yasiyo ya lazima.

Mheshimiwa Spika, Kambi ya Upinzani inapenda kusisitiza kwamba Bunge lifanye ukaguzi maalumu kuhusu akaunti ya Deni la Taifa ili kuweza kubaini ukweli kuhusu ustahmilivu wa Deni na mikopo ambayo Serikali inachukua kama inakwenda kwenye Maendeleo na miradi ipi na kama miradi hiyo ina tija. Vilevile tumependekeza kwamba Mikopo yote ambayo Serikali inachukua iwe inapata idhini ya Kamati ya Bunge ya Fedha na Uchumi au Bunge litunge sharia ili kiwango cha juu cha kukopa ambacho Serikali haipaswi kuvuka. Kuiacha Serikali inaendelea kukopa bila mpango ni kuliweka Taifa rehani na kupeleka mzigo wa kulipa madeni haya kwa kizazi kijacho. Hatuwezi kukubali Wazee wetu waishi maisha yao, waishi maisha yetu na pia wakope maisha ya watoto wetu. Mwisho wa kunukuu.

Kambi ya Upinzani inarejea kutaka ukaguzi maalumu kuhusu akaunti za Deni la Taifa na maelezo ya kina ya Serikali kuhusu shilingi 620 bilioni ambazo hazina maelezo kwenye Deni la Taifa. Hatuwezi kukaa kimya kuona Watanzania wanabebeshwa madeni ambayo kimsingi ni madeni bandia yanayotajirisha watu wachache wenye uwezo na ujasiri mkubwa wa kuiba, kupora nakufisidi hazina ya Taifa letu.

  4. Hii ni hatari kwa Taifa, Kama Taifa limefika mahali ambapo sasa limeamua kuwatesa Wananchi wake kwa makusudi na bila Aibu yoyote ile kupitia viongozi wa Serikalini. Viongozi serikalini wameamua kujitoa muhanga mchana kweupe kupora Mali ya Nchi na kusema kwamba hakuna wa kunifanya kitu. Au laah serikali ya ccm imeshaona upepo mbaya kuelekea mwaka 2015 na sasa wameamua Kuhomola ili wawaachie wengine Nchi waikute ktk Hali mbaya, watakapokuwa wanaiongoza waonekane kushindwa. Lkn wakae wakijua kwamba lengo la ccm halitafanikiwa. Kilichobaki Wananchi tuungane kwa pamoja Tuikomboe Nchi yetu toka mikononi mwa Ccm na tuiweke sawa.

  8. Thank you Mr. Zitto Kabwe, I have been trying to contact you, with regards to all theses issues. I suspected long time ago, the contracts being signed by the government with China government of private Chinese companies it is a worrying trend. The recent 17 billions USD worth of contrcats signed betwwen TZ and China, why the goverment didn’t discuss these projects in the parliament to seek views of Wananchi on priority or importance and urgency of each project, and how the country will benefit prior to signing agreements? Why the secretive deals, the projects anyway are for Wananchi, why not imform them before you spend their tax money on debts? I am still in shock how the cureent government has turned into worse? Secondly the recent announcement by minister to utilze 28millions USD recovered from BAE of UK cheating scandle, to use the money to purchase school books and desks? Why the rush? The money should be deposited in the special account to be monitored by POAC and finance ministry, allow for fix deposit interest to gain back the losses. At the same time use part of it to provide capital investment to graduates to start small businesses under special arrangement and monitoring, including training say six months how to run the busisness. What for the desk and books that is obvious they want to steal the money. Fight for that , reject , no single cent should be used for foolish projects. I agree with you, the future generation should not be burden by mismanagement and corruption of the current government. We know how Chinese deals works, Gas pipeline in Mtwara costing 1 billion USD, Kigamboni bridge etc was the testing project. After they found that it is ok can be done, you know the greed, they went for broke, organinizing with a new chinese president to further steal the country money through dubiuos loans of 17 billions USD. Initiate an immediate parliament session to discuss the situation, if they continue to refuse, then we have a rght to lodge international criminal case to be investigate these deals by China and Tanzania governments. There should be no confidence vote if the refuse to be reaveal all the deals.

Mr. Zitto you remeber when the speaker of the parliament , anounced to disoolve POAC and initiate anothe commiittee, we all rejected , beacuse we knew they don’t want to be questioned or the accounts to be scrutinized by anaybody. They want free ride to corruption. Infact I have ealized the government is caving towards Robert Mugabe regime style. When a good citizen try to honestly ask for answers to certain government expenditure or provide constructive criticism for the government to investigate, then the person immediately become a bad guy, is prosecuted to extent of terrorism charges, this is innsane, corruption and dicatorship can never be separated. You see a leader initially can be very good, but when he start to engage into corruption, automatically he will start to manipulate issues, and once somebody question , the leader automatically become agitated, and start to impose dictatorial style of managing. Is simple as that. But I belive Tanzania we love peace, and peaole are well educated, the problem is corruption which is deep entrenched in every part of the government. It wil take a concerted efforts by Tanzanian themselves to weed out the pendemic. If you are hopping for any meaningfull development whih will transform people lives , you can forget it. What will happen is more buildings, hotels, developments by those who are able to give bribes, most foreigners, once they give bribes they have to recover their money plus huge profits. Who pays for taht?, the poor and middle class. Sooner you will see health care being privatized or sold to investors including insurance companies, universities turned into private by virtue of operation, all charging exorbitant fees. Who will suffer?, poor and middle class! Housing sector will be monopolized by foreign developers who inturn will charge huge prices or rentals? Who will suffer? poor and middle class! Public transport, already turned into big private foreign companies, travel fares have been increased skyrocketing? Who will suffer? poor and middle class! The main reason why all these are happening? 1) Corruption, 2) Non trnasparent type of management, 3) Not understanding clearly how international investments can be uesd to add to poverty eradication. 4) Force believes that foreign investors will help the country to develop, people lives will be better, instead of believing in Tanzanians and anabling them to succeed in business.

Ask any minister, how to solve certain problem pertaining to transporataion, road construction, housing, education, health care, agriculture, energy, mining, etc. No one will tell you that he or she will convene a meeting with local experts, engineers, accountants, economists, doctors, contractors, consultants etc to sit down and have brain storming, set out the problems, and solutions, implementations, time frame, funds required, and if any extra expertise required to hire some experts. No one1 they will tell you to wait for Foreign investors, that they already contacted some foreign investors who are interested, they are waiting for their final say or agreebment to be signed. Now what do you understand of suach thinking? Means the entire country is encapacitated by these people in power, they do not want to go through hard work, they want fininshed product, the foreign investors, they can come in with plans and excution and pay bribes , the only work they need to do is to convice whoever is responsible to approve the deal to approve it, done deal. Investor come in and do everything , you just pay money. Is this the nation they want to build? Then why we have trained people. They never ask themselves how China obtain such experience to do things on their own? and Why Tanzania can not do the same thing? Ask where is the minister for energy nad minerals, in Europe, why? Because Europeans lobbiests came in Tanzania, told him what to do, so he has to go to Europe to meet them and plan anothe BAE ? That is how Tanzania has failed to realize the benefits of its abudant natural resources, because resources are managed by foreigners not by Tanzania. Transport ministry, instead of arranging with SCANIA to produce sufficient busses for DAR City use which will increase production capacity and employ more Tanzania, they are bringing in an Indian business man to bring TATA buses and overcharge the poor and middle class. Where you want to pinpoint? Wrotten everywhere! Chinese contractors are warded road projects which infacts are not totally new, because alignment of exixtin tarmac roads already trhere, the only widen and premix the roads, this can be done by any contractor in the country, which will expand their income and provide chain reaction or domino effect within local graduates, technicians, suppliers etc, hence economic empwerment. But they are guided by corruption, they unshamefully announce billions of shillings worth of such road contracts. Never ask themselves if in the country there engineers or technicians, contractors looking for projects or jobs? i CAN ASSURE YOU , THE TINY COUNTRY LIKE RWANDA WILL ALSO DO BETTER THAN TANZANIA after few yaers interms of economic empowerment, if they understand and they refuse corruption.

  11. What the government is practicing is similar to someone telling you to kill your parents then he will give you a lot of money. You go ahead, sharpen the machette and slaughter your own parents, then they guy pays you the money, and take all properties. You run to the shops to buy new clothes, shoes, furnitures and rent a nice house. Wthin one year the money no more, the case is investigated and they found out you killed your own parents for… stupidity and money! So it is stupid to to take bribes form China, or Soth Korea or India or any other country, that will change your lives and citizen will enjoy the projects they construct or implememnt! Tanzania citizen will never enjoy anthing if they are not empowered economically, if they do not own the country wealth, if the economic power is in the hands of those foreigners or few well connected. But one day they will burst in frustration, similar to Arab Spring, we can not run away from history.Even Malaysia eceonomic development model will owrk only if we eliminate corruption.

  12. Ministry of Tourism in China , first they claim they are on road show to advertise for Chinese tourists to come to Tnazania. in real sesnse they are selling tourist investment to Chinese. You know game reserve resorts are very simple buildings from single storey to say three sotorey. We have a lot of Tnazania businessmen who can put invest and build such facilities, or even take loans from intrpreneurs bank. Instaead the same corrupt officials are running amok to China to sell such projects, in return for bribe money, beacuse they know local businessmen won’t pay them huge bribes as Chineses do. So what is left in the country? It is forst time in my life to see such a country like Tanzania with well educated workforce to turned into Banana country, with every one running around to sell anything instead of thinking how to create our own entrepreneurs, contractors, manufacturers, etc. If this is the case , then invite China government to rule the country, aswe have become too stupid.

  14. Today IPPMEDIA printed the news that that Dr. Mgimwa the minister of finance Tanzania is borrowing 600millions USD to finance infrastructure development under the new budget. This is dispite of Kabwe report and Auditor General that Tanzania debt is increasing at alarming rate. Corruption is tdestroying the nation before our own eyes. Recently it was anounced that world bank will be financing huge amount of funds for development. Tanzania has secured the secon package of millenium goal funds for infrastructure, African development bank is also in the process of financing the country development. Now, are the trusted government ministers reporting false information to the people? It is time POAC and parliament demand to scrutinize the books of finance ministry.

  16. mwenyenzi mungu aliyeumba mbingu, aridhi pamoja na vyote vilivyomo, aliweka katika nchi yetu kila aina rasilimali ili wananchi wa tazania waweze kuzitumia kujiletea maendeleo katika nyanja zote za maisha,libya ambayo ni nchi nusu jangwa wameweza kutumia rasilimali moja walionayo kujikwamua hadi kufikia hatua ya kukopesha baathi ya nchi za africa tanzania ikiwamo. me nafikiri jambo moja tanzania haijapata viongozi wazalendo, wenye nia, makini, na hata wanaoweza kuungua ili wamulikie wenzao. tanzania haina wananchi wanaopenda kwa thati nchi yao, tatizo hapa ni asili ya elimu ya tanzania kwamba haiwaandai watanzania kujitambua. wakati ni sasa kubadili mambo katika nchi hii tuanze na elimu yetu. tukipitia mfumo wa elimu wa nchi hii tutagundua makosa na kuweza kujisahihisha ili miaka 50 ijayo tuwaandaye watanzania wazalendo wa nchi yao, siasa yao, uchumi wao na hata mtu binafsi.

  17. Viongozi wa serikali ni kulipana mambo yasiyo ya msingi na safari za Rais nje ya nchi, wakati walimu wanadai pesa nyingi sana za mapunjo na malimbikizo ya mishahara yao na hawawajari kabisa, nchi hii CCM imewashinda ningefurahi kama mtaishika nchi 2015, kazeni buti!
